This is a catoon drawing of JS Mill from Vanity Fair shortly before his death. The caption at the bottom reads, "Statesmen, No. 141, A Feminine Philosopher."

No doubt, he earned this monicker for his determined promotion of women's suffrage while in Parliament, and for his effort to amend the Second Reform Bill 1867 to replace the use of 'man' with 'person'... perhaps, also for his love of Romantic poetry.
