Student Fee Advisory Committee

The Student Fee Advisory Committee (SFAC) is a shared governance body composed of students, faculty, and staff that reviews all Category II and III fees. The committee evaluates fee proposals and annual reviews to provide recommendations to the president on proposed fee actions. SFAC typically conducts its work during the academic year, from August through May. If you are interested in serving on the committee, please email Jeanne Brewster who can advise you on possible options.

The CSU Policy 14548905 (formerly known as Executive Order 1102) defines the methods for establishing or adjusting campus student fees; including the establishment of a Student Fee Advisory Committee.

Category II & III Proposals

The Proposal period for 2025/2026 Category II and III fees has closed. Proposals will be accepted for either of these fee types again during the Fall 2026 semester.

Proposals are initiated by the campus department and must be signed, complete with narrative, and include two years estimated revenue and expenses, submitted to Financial Services prior to the deadline. Proposals can be emailed to brewster@csus.edu.

Departments submitting a Category III Proposal must include the Course Description(s) and corresponding 6-digit Course ID(s). Multiple course fees may be included on a single Proposal.

Departments are also strongly encouraged to provide student feedback, such as survey results and/or an endorsement from an appropriate student organization along with their Category III fee Proposals. This information helps the Student Fee Advisory Committee (SFAC) assess whether the majority of affected students view the proposed fee or fee adjustment as a benefit or a burden. Student feedback is an important factor in SFAC's determination of whether to recommend the fee to the President for approval.

If the Proposal form does not provide sufficient space for your narrative, anticipated revenues or expenses, you may submit that information in a separate document or alternative format. However, the first page of the Proposal form is required and must be completed in full before final submission.

Category II & III Student Fees

For Review By The Student Fee Advisory Committee & Presidential Approval:

  • Category II - Mandatory fees paid by every student enrolled at Sacramento State
    • Fees in this category include Student Health Services and the Student Body Association
    • Requires referendum or alternative consultation
    • The submission window for Category II fees is closed for the 2025/2026 academic year
    • The submission window for the 2026/2027 academic year will open again in fall 2026
    • We are working on a Process Map for Cat II fees and should have it posted soon
  • Category III - Materials & Services for state-supported instruction (Miscellaneous Course Fees)
    • Course and Field Trip fees, paid by students enrolled in a specific course that has a fee, in exchange for materials or services, provided to compliment the course work
    • These fees may only support the purchase of consumable items that provide an extraordinary classroom experience, and cannot support the basic complement of expected materials or services in a classroom
    • The submission window for Category III fees is October 1st, 2025 through February 9th, 2026
