About International Student and Scholar Services

July 14, 2020

Earlier today, the U.S. Department of Homeland Security and Immigration and Customs Enforcement rescinded last week's guidance modifying temporary exceptions to online courses. This reverts the rules governing F-1 students back to ICE Guidance issued in March 2020. The March guidance allows students continuing in their program to remain in Active status in SEVIS if they participate in all online course work, whether they are in the United States or overseas. It does not apply to new or initial students who are outside the United States.

While this will be relieving news to many students, please be aware there still remains the possibility of the government re-issuing more restrictive guidance in the future. Students should prepare for the likelihood that in-person or hybrid courses will be required in the future, especially when the COVID-19 pandemic improves. As such, students should continue to remain informed by checking your SacLink email regularly for updates from IPGE, and directing questions to your ISSS advisor as they arise.

July 8, 2020

International Student and Scholar Services will be hosting a Zoom forum for international students to discuss the recent ICE Guidance.

ISSS Open Forum Q & A on ICE Guidance
Day: Friday, July 10
Time: 3 - 4pm PST
Question Submission and RSVP:

*Please note the forum is open to Sacramento State Students only and the link will be shared via university account to those students who have RSVPed*

Dear Sacramento State International Students,

Yesterday, July 6, 2020, the U.S. Department of Homeland Security released updated guidance for F-1 students regarding online courses in Fall 2020. The International Programs and Global Engagement (IPGE) office is currently working with campus leadership and the CSU Chancellor’s Office on determining how to best support affected students. As we review the guidance issued, we strongly urge students to refrain from taking any immediate action (e.g. transfer or departure from the United States) until further guidance is issued from IPGE and campus leadership.

We understand this guidance from Homeland Security is concerning news during an already difficult time. Sacramento State stands by our international students and scholars and is evaluating all options available to support them. This page will be updated as new information or guidance becomes available. International students with questions or concerns about the new guidance are encouraged to contact an International Students and Scholars Services advisor and continue to monitor their Sac State email account. Further information and updates will be released to campus stakeholders as they become available.

Dr. Paul N. Hofmann
Associate Vice President for International Affairs
